William “Bill” Dingeldein serves the Electromagnetic Safety Alliance, Inc. (ESA) as Secretary/Treasurer and Chief Operations Officer. 

Bill has a B.A. in History and an M.A. in Political Science from The Ohio State University. He was a member for 20 years of the federal government’s Senior Executive Service, which consists of career executives in key positions just below the top Presidential appointees. For 10 of those years, he served as Deputy Budget Director of the U.S. Department of Education in Washington, D.C., where he managed three program analysis divisions with a staff of 45 that helped develop the Department’s overall budget and legislative program — which included over 200 programs, over 5,000 employees, and a budget of over $30 billion.

As Deputy Budget Director, Bill was responsible for preparing and conducting briefings of the Secretary of Education, serving as a supporting witness during congressional testimony, working with the While House’s Office of Management and Budget, and congressional appropriations and legislative committees. He was also responsible for working with the Department’s Office of General Counsel in the review of education regulations.

In addition, Bill served for eight years as Senior Advisor to the Secretary of Education’s Regional Representative for Region IX, in San Francisco. Region IX serves Arizona, California, Hawaii, Nevada, and the U.S.’s Pacific Islands. As Senior Advisor, Bill established “Reading Roundtables” in Arizona and California that brought together on a regular basis state-level educational, professional, and volunteer agencies; foundations; businesses and other organizations interested in improving early childhood educati

He was awarded the Presidential Senior Executive Service (SES) Meritorious Rank Award and nominated twice by the Secretary of Education for the Presidential SES Distinguished Rank Award. He also received numerous SES performance awards and special achievement awards. His work in Region IX for the California Reads Roundtable was nominated for the prestigious Hammer Award for its role in making significant contributions in support of reinventing government.
